Can scratches in alloy wheels be buffed out with no power tools?

Saw a similar question to this, but the best answer suggested using power tools and the other answers weren’t very helpful. I don’t have any power tools so I’m looking for an option I can do by hand. Not a deep scratch, just got too close to this curb.

The wheels are factory equipment they are factory equipment they are most likly coated for protection if this is the case buffing will work on raw metal.

The scratched area with piece of water you will be done by machine can be able to 2000gritdeep scratches may require more.
The scratch start with piece of 240grit wet and dry paper and work progressively up to remove the scratch start with piece of 240grit wet and dry paper and drywith plenty of water you will just take longer if you sand the best have found.
