      electric sander.

      A belt sander does a wonderfull job.

      you can do it with your hands and a piece of sand paper.

      Saber Saw or Reciprocating Saw. Sand lightly after you round the corners.

      Router with a round-over bit for the flat-to-flat sides. If you are talking about putting a radius on the corners, a sabre saw.

      A router is good.
      But it can be done with sand paper.
      Electric sander after using a rasp.

      Use a router and then sand paper. Simple but effective.
